Performance Monitoring is the application of management techniques to the performance-based self-assessment of industrial, chemical, radiological, and nuclear operations. Continuous and systematic monitoring of performance is vital to the early identification of undesirable conditions, which when properly acted upon, will allow the prevention, or mitigation of negative consequences. Organizations that embrace self-assessment as a viable management tool ensure that their operations are conducted in a safe, compliant, and productive manner. Performance Monitoring has been called Management Self-Assessment, Operations Assessment, and other variations on these titles. Whatever name used, Epsilon Systems Solutions, Inc. (Epsilon) has individuals who are experienced in all aspects of the development, implementation, performance, and training elements for establishing a complete value added Performance Monitoring program.
Application of the principles of Performance Monitoring to ongoing operations will satisfy those related requirements found in DOE P 450.5, Line Environment, Safety and Health Oversight, DOE O 414.1A, Quality Assurance, and DOE Order 5480.19, Conduct of Operations Requirements for DOE Facilities.
Epsilon has assembled a team of experienced individuals who have been directly involved in the development, implementation, and conduct of Performance Monitoring programs. These individuals have the full range of experiences from management level positions to hands on process operations, which ensures complete consideration of those aspects necessary for a successful program. A successful Performance Monitoring program necessarily involves participation at all levels of the organization and the open communications that fosters self-identification of weaknesses and the collective motivation to continually improve all aspects of the operation.
Epsilon has been instrumental in the development and implementation of Performance Monitoring programs for numerous DOE Contractor clients. Recent efforts have been directed toward programs as applied to management assessment for declaring operational readiness. Efforts include policy and procedure development, assessment guidance and criteria, training, and technical oversight of program effectiveness. In many cases, these programs have also become the basis for ongoing management assessment of performance after successful startup or restart. Epsilon has participated as formal assessors and observers of nuclear and radiological operations providing direct input to management and recommending corrective actions where needed. Epsilon is also well versed in the relationships between the contractor and the DOE Facility Representative, and program oversight responsibilities of the local operations office. By working in harmony with DOE, valuable resources can be more effectively applied that ensures goals and objectives of the various programs will yield value-added results.
Additionally, Epsilon develops and presents training on the principles associated with establishing and conducting a viable Performance Monitoring program. The staff at Epsilon has exclusively been involved with the delivery of this training since the early 1990s, presenting it to various DOE and DOE contractor organizations. In addition to our standard Performance Monitoring course offering, we have modified it, when requested, to address site specifics. This modification has additionally been enhanced by combining it with our Conduct of Operations course as the baseline for standards of performance.
