Mr. C.E. "Mac" McGinley
Vice President, Submarine Programs

Mr. McGinley joined Epsilon in 2003 and currently serves as Vice President and Director of Submarine and Modernization Programs in the Marine and Industrial Services Sector where he is responsible for Operations and Business Development of the company’s rapidly expanding submarine and ship modernization programs. Prior to his current role he served as Director of Field Services and Director of Operations for the sector.

Prior to joining the Epsilon Systems Team Mr. McGinley served as Deputy Director of the Norfolk Office of Perot Systems Government Services and ADI Technology where he was responsible for managing the region’s technical services operations, including support for Norfolk Naval Shipyard, Mid-Atlantic Regional Maintenance Center, and Submarine Maintenance Coordinators located in New London, CT; Norfolk, VA; San Diego, CA; and Pearl Harbor, HI.

Prior to entering the private sector Mr. McGinley served nearly 28 years active duty in the US Navy Submarine Service. During his Navy career he served 12 years as a Nuclear Propulsion plant operator in fast attack submarines and as a prototype instructor and qualified Enlisted Submarine Warfare (SS), Engineering Watch Supervisor and Engineering Officer of the Watch. He was commissioned as a Limited Duty Officer (Nuclear Power Program) in 1986 and served tours as Nuclear Repair Office at the Submarine Base in Pearl Harbor, HI. Mr. McGinley was a Quality Assurance Office and Outside Machinery Repair Officer onboard USS Orion (AS-18) homeported in La Maddalena, Sardinia, Italy, and a New Construction and Operational Type Desk Officer on the Staff of Commander Submarine Force, US Atlantic Fleet. He served as Production Maintenance Assistant (PMA) onboard USS McKee (AS 41) in San Diego, CA, and as Submarine Type Desk Officer at Southwest Regional Maintenance Center in San Diego, CA.

During his commissioned service, he qualified as Engineering Officer of the Watch, Officer of the Deck (underway) and Surface Warfare Officer. Mr. McGinley retired in 2001 with the rank of Lieutenant Commander.
