Mr. Joe Black
Vice President, Oxnard Plain Operations

Mr. Joe Black joined Epsilon Systems in 2007 and currently serves as Vice President of regional operations for the Oxnard, CA area. He provides leadership and management oversight in support of various DOD and Navy programs including support to the Naval Air Warfare Center Weapons Division, Point Mugu and Naval Surface Warfare Center, Port Hueneme Division.

Mr. Black has over 24 years of leadership, management and administrative experience in the execution of federal government contracts. Prior to joining Epsilon Systems, he was President and CEO of C3, Inc., an emerging small business serving the U.S. Department of Defense in the areas of engineering, logistics support, program management, test and evaluation, and threat simulation.

Mr. Black also served as Senior Vice President of a Division of a publicly traded company. In this role, Mr. Black had full accountability for sales and profit for over $33 million in government contracts in the areas of environmental engineering, C4I, operations and maintenance support, and Navy test and training range support.

Mr. Black holds a Bachelors degree in Business Administration from California Coast University where he is currently pursuing his MBA.
